The National Security and Defense Committee prepared the final version of the bill on mobilization for the second reading. It excludes the mobilization of Ukrainians who have completed basic military training before the age of 25.
Basic provisions of the document made public people’s deputy Oleksiy Honcharenko. It is noted that citizens who have completed basic military training before the age of 25 will not be subject to mobilization. They can be called to serve only voluntarily.
In addition, citizens who care for persons with disabilities will have the right to a deferment, in particular:
- family members of the first degree of kinship (no more than one) with a person with a disability of the I or II group, engaged in constant care for him,
- family members of the second degree of kinship with such a person (no more than one and provided that there are no family members of the first degree of kinship or their confirmed physical incapacity).

The Verkhovna Rada Committee on Law Enforcement recommended allowing the mobilization of convicts. However, there are limitations. Yes, mobilization will be prohibited for those convicted of crimes against national security, terrorism, murder of two or more people, rape, pedophilia, and fatal traffic accidents under the influence of drugs or alcohol.
In addition, smart mobilization will be introduced in Ukraine. Recently, the Ministry of Defense said that such a format will be provided. It is noted that it will be possible to apply for mobilization in two clicks.
