Two more weeks before Central Netherlands kicks off with the construction holiday. This is followed by the weeks in which many construction workers go on holiday, although this is no longer mandatory. How does that work exactly?
Until 1981, the construction industry holiday was a compulsory period in which construction workers had to take a holiday. For example, the construction industry did not have to work with half teams if only part of it was on holiday. Suppliers could also simultaneously stop their work without missing anything.
“In the zeitgeist of the 1960s and 1970s, the construction industry was collectively arranged,” says Gerard Werkhoven of the sector association Bouwend Nederland. “It was not until 1995 that the construction industry was completely removed from the collective labor agreement. That fits better with the individual interests of employees.”

Since then, Bouwend Nederland has been providing advice for the summer months, as a handle for the sector. Werkhoven sees that construction workers and companies need a guideline. “When the collective labor agreement changed in 1995, a bit of chaos ensued. Who had to be free when?”
Since 1997, Werkhoven has been giving the so-called fallback advice on behalf of the trade association, dates in which construction workers can take vacation, but not have to. “I schedule the construction holiday in every region in the middle of the school holidays. Most construction workers want to be off when their children are also on vacation,” he says.
He knows that employees want to book a campsite on time and therefore tries to be on time with his advice. “Sometimes it falls short due to crowds,” says Werkhoven. “But usually I’m two or three years ahead.”

More and more companies continue to work during the construction holiday. The most recent figures show that almost half of the construction companies continued to work in 2015. It is estimated that around 80 percent of the employees are on holiday.
The non-compulsory construction holiday is also useful for the construction industry itself, says a spokesperson for construction company Heijmans. “Maintenance of homes and the demand for heat pumps do not stick to a construction industry either.”
However, the construction collective labor agreement still states that employees must take at least fifteen consecutive days off. “In practice, it will sort itself out,” says Werkhoven.
