Return of travel certificates, limited gatherings, closed shops … The curfew decided by the government in the face of the spread of Covid-19 will have an air of re-containment. It will apply from Friday, October 16, midnight, in nine metropolises including those of Grenoble, Lyon and Saint-Etienne for the Auvergne-Rhône-Alpes region.
Emmanuel Macron made the announcement on Wednesday evening, his government has just specified the outlines. What will the rules for this curfew be? The exceptions? We take stock of the rules that will come into force.
Travel prohibited between 9 p.m. and 6 a.m. …
The curfew will apply from 9 p.m. to 6 a.m. for at least “four weeks”. However, Emmanuel Macron wants the government to surrender “in Parliament to be able to try to extend it until December 1”.
“We will not leave the restaurant after 9 p.m., we will no longer go to friends, we will no longer go to parties”, listed the president on Wednesday evening, answering questions from Anne-Sophie Lapix (France 2) and Gilles Bouleau (TF1). Shops, services and places open to the public will be closed, added Jean Castex, with some exceptions among which “health, medico-social establishments” or even restaurants offering home delivery.

“What we are targeting with this curfew is private gatherings, sometimes festive, which are today an important source, if not major, of contamination”, insisted the government spokesman Gabriel Attal on franceinfo. … Except for exceptions
There are a few curfew exception regimes. “These rules must of course be applied with common sense”, explained Prime Minister Jean Castex. Here are the overriding reasons:
- For some health reasons : go to the hospital, see your doctor or go to the pharmacy;
- For some professional reasons, it will be possible to move around during curfew “if you work at night or your working hours do not allow you to be home at 9 pm”, detailed Jean Castex;
- To “go to a loved one in a situation of dependency“ ;
- For “take your pet out near you “.
People traveling for one of these reasons will have to complete a certificate, such as during confinement. Its operation is more or less the same: valid for one hour, it can be downloaded from government site. It can also be written on plain paper. Regarding the professional reason, proof from the employer or a professional card will also be necessary.
There is another reason for travel, this time not subject to certification. The people to take “a train or a plane that arrives or leaves after 9 pm” will be able to use their ticket as “exemption from the curfew”, added the Prime Minister.
Limited gatherings
In metropolitan areas affected by the curfew as in the rest of the territory, “all private parties – such as weddings or student parties – which are held in halls, in multipurpose rooms or any other establishment open to the public will be prohibited”, said Jean Castex. Until now, this restriction only applied in areas with a maximum alert level.
