From Macon to Sens, from Nevers to Dijon, this Sunday, March 15, 2020, the first round of the municipal elections took place in an unprecedented context. The day before, stage 3 of the CoronavirusCovid-19 epidemic was activated.
–
In Côte d’Or, in Nièvre, in Saône-et-Loire and in Yonne, 1 million 154,929 voters were called to the polls this Sunday March 15 in the midst of an epidemic of Coronaviruscovid-19. A context that marked the ballot
Very low turnout
This Sunday, March 15, abstention reached a record level for a municipal election
Abstention rate
Côte d’or : 52.19% (33.98% in 2014)
Nievre: 55.12% (33.41% in 2014)
Saône-et-Loire : 56.31% (34.56% in 2014)
Yonne : 51.50% (35% in 2014)
In Nevers, Mâcon, Chalon-sur-Saone, Le Creusot, leavers re-elected from the 1st round
In Nevers, Denis Thuriot is very much in the lead with almost 51.2% of the vote.
In Mâcon, Jean-Patrick Courtois obtains a 4th mandate.
In Le Creusot, the socialist David Marti was widely re-elected with 59.71% of the vote. The mayors of Chalon-sur-Saône, Gueugnon, Paray-le-Monial, Charolles, Tournus are also re-elected from the 1st round.
The premium for leavers
In Dijon, François Rebsamen clearly leads the 1st round. In Beaune, Alain Suguenot lacks a few dozen votes in the election from the 1st round.
Uncertain quadrangulars
At Montceau-les-Mines, Marie-Claude Jarrot leads the 1st round but in an uncertain quadrangular.
In Sens, outgoing mayor Marie-Louise Fort (LR) leads the way. In the 2nd round, it will be quadrangular. Julien Odoul (RN) is given in 3rd position.
Disappointment for En Marche and the National Rally
In Autun, the outgoing mayor, Vincent Chauvet (Modem), one of the few elected officials belonging to the presidential majority is in a difficult tie.
In Auxerre, Guy Férez, outgoing socialist mayor supported by En Marche comes second with 33.10% of the vote. He is also in a delicate situation.
Guy Férez arrives behind the candidate on the right, Créscent Marault (LR) who registered more than 37% of the vote.
On the evening of the first round, no candidate for the National Rally seems to be able to influence a possible second round.

The beaten in the 1st round
At Chateau-Chinon, former stronghold of François Mitterand, the socialist Sylvain Mathieu failed in his attempt to conquer the town hall. Chantal Malus (SE), retired from the national police, was elected in the first round with 56.6% of the vote.
In Tonnerre, in Yonne, the outgoing mayor, Dominique Aguilar is very badly beaten from the 1st round. It collects only 25.2% of the votes
Finally, note two failed successions in Saône-et-Loire, Brigitte Guillaume (SE) at La Chapelle du Guichay and Séverine Gardon-Morin (DVD) at Chauffailles
An election without a second round?
The context clearly dissuaded a large number of voters from going to the polls, despite the particular sanitary system put in place at the polling stations
–
At 8 p.m. this Sunday, several political leaders called for the suspension of the second round.

What happens (normally) after the 1st round? How is the mayor elected?
During municipal elections, voters choose the members of their future municipal council. They are the ones who then elect the mayor of the municipality.
In municipalities with less than 1,000 inhabitants:
From the smallest municipalities, the candidates were able to present grouped or isolated applications. From the first round, candidates who have obtained an absolute majority of the votes cast and at least a quarter of the votes of those registered obtain a seat on the municipal council.
A second round is organized for the remaining seats. This time, the election takes place by relative majority. The candidates obtaining the highest number of votes are elected.
Community counselors are designated “in the order of the table” (Mayor, assistants, …)
In municipalities with more than 1,000 inhabitants:
In municipalities with more than a thousand inhabitants, this is a list system, with majority bonus.
If a list obtains an absolute majority from the first round, it effectively obtains half of the seats. The other seats are distributed proportionally between the lists (including the list at the top) having received more than 5% of the votes.
In the second round, only the lists having obtained more than 10% of the votes are allowed to remain. The lists which obtained more than 5% of the votes can, themselves, merge with a list which can be maintained. After the election, the seats are distributed in the same way as in the event of a victory from the 1st round.
