What is the profit of grain producers who received Ukrainian aid, asks a deputy – 2024-08-01 08:35:38


Minister Takhov has sent an inquiry to the director of the NRA, but there is no answer yet

The deputy Tatyana Sultanova from the Committee on Agriculture, Food and Forestry in the Parliament asked the Acting Minister of Agriculture the question of whether there is any information from the NRA on what the profit or the loss of farmers who produced wheat, corn, barley, sunflower and rape last year – the products for which the Grain Production sector received Ukrainian aid for the first time.

The issue was related to the agreement signed on February 12 this year between the Prime Minister Academician Nikolay Denkov, the Minister of Agriculture Kiril Vatev, the director of the DF “Agriculture” Georgi Takhov (on the one hand) and the Bulgarian Agrarian Chamber and the National Association of grain producers (NAZ).

Tatiana Sultanova recalled point 4 of the agreement (see the agreement HERE):

The assistance under item 3 (she indicates for how many acres what the rate will be) will be provided to ensure liquidity only to farmers who have submitted applications for support for the areas with the above-mentioned crops, who have reported losses from the relevant crop in the economic year 2022-2023. A check for the fulfillment of this requirement will be carried out only for farmers who have applied to support an area over 3000 decares, which are not taxed in accordance with Art. 29, para. 1, item 1 of the Law on Personal Income Taxes, based on the completion of a report generated in the SEU for each applicant for the aid. The reference should be drawn up and signed by the head of the enterprise and the compiler of the financial statement, in the sense of the Accounting Act. The reference should reflect data for the economic year by crops – October 1, 2022 to September 30, 2023, as follows: (this describes any production costs and income from sales and unrealized production.

Minister Georgi Takhov stated yesterday that the agreement in question was “definitely” not financially secured.

According to the tax legislation, legal entities must submit their annual financial report by April 30, and individuals and self-insured companies by June 30.

The minister informed the MPs that he has sent an inquiry to the director of the National Revenue Agency (NRA) regarding the reports of producers who received support for more than 3,000 decares, which must prove losses.

Georgi Takhov stated that there is still no answer. “When I receive this information and if it is not classified as a tax secret, I will provide you with the information,” he told MP Sultanova.
