In April 2012, the Odesa City Council leased 6 plots of land with a total area of 2.7 hectares to the private International Humanitarian University. The peculiarity of this land is that it is located near the seashore – at the 8th station of Fontana. It was on this part of the territory that “Harry Potter’s castle” appeared.
Formally, “Harry Potter’s castle” was intended for the reception of official delegations of the International Humanitarian University. At one time, students were allegedly placed there for temporary accommodation. However, in view of its “pomposity”, it was believed that this building of Moscow State University is the residence of Serhiy Kivalov – “Kivalov’s castle”.
Here it is worth mentioning that the ex-regional is considered the “patron” of this educational institution. For a long time, the ex-regional was the rector, and then he became the president, who he remains to this day. Rumors were especially strengthened after photos of the palace appeared.
Visit “Avtomaidan”
In 2015, activists of “Avtomaidan” visited the “Kivalov Castle” – they demolished the gate with a tractor and entered the palace. Thus, photos and videos of the interior of the room appeared on the network. Yes, inside you could see luxurious furniture, expensive appliances, and the walls were decorated in a “golden” style. In addition, there was even a sauna and a swimming pool, a collection of expensive alcoholic beverages, and a pool table.
In addition, the activists found objects there that indicated direct involvement in the building of Serhiy Kivalov. In particular, inside it was possible to find personal photos of the ex-regional, as well as a painting in the “Pshonkiv” style, where he was depicted with numerous awards.

Immediately after the incident, Kivalov once again declared that “Harry Potter’s castle” is the property of Moscow State University. He also claimed that the university plans to sell the building because it is “very expensive to maintain.” The people’s deputy connected the presence of paintings with his image to repairs at home.

1 hryvnia was paid for rent
The International Humanities University received concessions for the lease of land plots, on which the “Harry Potter Castle” eventually appeared. The preferential rate was only 1 hryvnia and was valid in 2012, 2014, as well as from 2016 to 2019 – that is, for 6 years.
If it were not for this preferential rate, the private university would have to pay 700,000 hryvnias each year. That is, for the entire time, the city did not receive about 4 million 140 thousand. It is also worth mentioning that according to the documents, the lands of the recreational zone should be freely accessible, but they were surrounded by a fence.
Currently, the “Kivalov Castle” is subordinate to the Odessa Law Academy. However, it is worth noting that the president of this educational institution is Serhiy Kivalov.
