Whoever examines any of the company’s contracts; He is amazed by the professionalism of the information, the professionalism of the investigation, and the fair control of rights.

So why is it embarrassing to move beyond the issue of expulsion for two whole years?

simply; Because this opens a complex door for the company and puts pressure on itArticle 18 of the Law on Expropriation for Public Benefit. This article states: “Compensation must be paid for the property expropriated for public benefit within two years from the date of the decision allows the initiation of expulsion procedures to request a reassessment, if the delay in paying ​​the compensation is not due to its own cause.”

The decision issued by His Majesty the Minister of Energy No. 1687/440201 dated 5/21/1444; He was aware of the details of the expulsion system, particularly Article 18, and His Majesty’s decision stated the following:

Fourth: Saudi Aramco pays compensation to rights holders according to the decision of the Real Estate Compensation Evaluation Committee, and payment procedures are completed before the date specified to leave the property, while s that the compensation amount will not be delivered to its owner until after the property has been delivered and registered by a notary or court, and compensation will be paid within two year from the date of Issuance of the authorization decision to initiate disinfection procedures according to the provisions of Article (Eighteen) of the system.

Between the date 5/21/144 and the date 5/20/1446 there were two full years. Today there are 5 more days. Compensation was paid only to a proportion of property owners, who are owners of residential properties with free deeds. In the case of agricultural property owners; The issue is still between take and take.

Not to mention; Property owners are mortgaged (non-exempt). They have a problem with the nature of the procedure that requires debt certificates from current parties. The purpose of Aramco’s request for the certificate is to guarantee the rights of the owner and mortgagee, and this is indeed a very respectable reasoning. Based on each certificate, Aramco issues two checks: the first to the property owner, and the second to the mortgage holder, each providing the amount due.

However, there is a problem related to the difference in the date of the debt certificate and the date the two audits were issued. of the mortgage on the day the certificate was issued and the date of issuance of the check, especially if the issuance of the check was canceled ..!

The solution to this problem is easy, and can be addressed with a well-known procedure in security systems. The solution is to issue checks in the names of the property owners and “treat” the parties to whom the properties were mortgaged. Regardless of the date and value of the cheque; The entity takes his right to the mortgage, and gives the rest of the amount to the owner of the property, since the property is “handled” for him, and the owner cannot spend it alone.

Aramco is too professional to tell anyone what to do, not me or anyone else. But it is a proposal that I submitted after citizens contacted me and asked me to express their voice to the company.
