In 2022, the Personalized Autonomy Allowance (APL) benefited more than 6 million households in France. In order to support the purchasing power of the French, a revaluation of the APL has been announced for 2023. This measure should benefit more 9 million households and allow an increase in the monthly amount paid by CAF or MSA.

To receive APL or Housing Assistance (AL), you must apply online and provide documents such as a copy of your identity card, a bank account statement and a rent receipt.

Demands increase due to inflation

These aids are granted subject to means testing.however households whose income exceeds the ceiling can benefit from Housing Assistance (AL). This summer, a social shield came into effect to limit the level of the Reference Rent Indices (IRL).

In addition, an exceptional increase of 3.5% of the amount of the APL has been applied so that the allowances reach their maximum possible level. This aid is paid directly into the bank account of the beneficiaries and can be used to pay their rents, rental charges and rental guarantees.

Fees calculated according to income

The APL and AL are revised every three months depending on the changes in the situation of each beneficiary. Beneficiaries who find themselves in difficult situations can also have recourse to certain forms of additional aid: legal aid to settle their debts or even specialized associations which offer support in finding a solution to housing-related difficulties.

Ces aids are not permanent and that recipients must always keep up to date with their situation so that they can be adapted by CAF if necessary. It is therefore recommended that recipients who have received this aid keep all supporting documents in case of future administrative checks.

What changes concretely for 2023

Here are the main methods for calculating the levy on unduly received family benefits for the period from 1 January to 31 December 2023:

  • For the period from January 1 to December 31, 2023, the income brackets will be revalued by 1.6% on average.
  • The monthly amount of the deduction from undue benefits will be 25% for income between 273 and 407 euros, 35% for income between 408 and 609 euro, 45% for income between 610 and 814 euroset 60% for income above 815 euros.
  • The weighted monthly income will be deemed to be equal to 1218 euros if the debtor organization for family benefits does not have information on the beneficiary’s income.
  • The fixed deduction on the income bracket below 273 euros will be 50 euros.

And bref:

  • The APL and the AL are social assistance paid by the CAF or the MSA intended for households whose resources do not exceed the fixed ceiling.
  • More than 6 million households benefited from the APL in 2022 and the amount of this aid will be increased in 2023, which should benefit more than 9 million households.
