On April 1, 2022, a new prosumer billing system will enter into force – net-billing. Although the system is to concern new prosumers, our editorial office is constantly receiving questions from readers who fear that if they want to expand their installation after the amendment to the RES Act comes into force, they will be forced to abandon the discount system. Therefore, we asked the Operators if this would happen.

In December 2021, we wrote: that TAURON, in response to the Editorial Board’s questions, confirmed that the change of the settlement system from the rebate system to net-billing will be possible at the request ofumenta. However, if the prosumer expands his installation to a power greater than 10 kW, only the quantitative ratio of the billed energy will change from 1: 0.8 to 1:07. When, as a result of the expansion, the total power of the installed PV installation exceeds 10 kW, the energy will be billed in the quantity ratio of 1 to 0.7. Only the expansion of the installation to a power of more than 50 kW will result in resignation from the discount system, because it is a small installation, not a micro installation. Small PV installations (from 50 kW to 1 MW) have never been charged under the discount system.

The fact that the expansion of the installation will not entail resignation from the discount system was also confirmed by ENERGA.
If the expansion or modernization of the installation meets the conditions provided for in the Act, the recipient should still be accounted for in accordance with the discount system.

In response to the question whether ENERGA is considering changes to the contracts of current prosumers, in order to change the settlement system to net-billing for these prosumers despite the 15-year settlement period guaranteed by the current RES Act, the Operator also confirmed that it will comply with the provisions of the Act o RES, which guarantees current prosumers to keep their settlements in the discount system for a period of 15 years.
In what situation should the current prosumer take into account the necessity to switch from the rebate system to net-billing?

Some prosumers also feared that if they did not submit a declaration of willingness to remain in the discount system, they would automatically switch to net-billing. However, this is not true, which was also confirmed by ENERGA.
The change (of the settlement system – editor’s note) will be possible at the request of the recipient who, on his own initiative, will want to switch from the discount system to settlements in the net-billing model.
