The Rosenau construction consortium in Wettingen is planning a larger development on the area at the intersection of Hardstrasse and Rosenauweg (AZ reported). To do this, it wants to buy a small plot of land from the community – for “optimal implementation” of the project. as stated in the municipal council’s application to the residents’ council. He wants to sell the 458 square meter piece of land for 916,000 francs in exchange for a 3.5-room apartment worth just over a million francs.

However, the non-partisan Finance Commission (FIKO) does not agree with this. She will request a rejection at the meeting on January 25th: “The benefit of the deal lies to a greater extent with the consortium than with the community,” says Fiko President Adrian Knaup (SP) when asked. The majority of the seven-member Fiko are of the opinion that the value of the property can still be increased.

This is also because the municipality, as the new owner of the apartment, will be confronted with financial and organizational expenses in the future, which is why the net return from renting it out must be put into perspective. In the application, the local council expects a gross annual rent of around 32,000 francs.

Fiko is now demanding a higher price per square meter. In the local council’s application it is estimated at 2,000 francs. The commission wants the local council to renegotiate the deal “in order to achieve a better financial result”.

Increased positions should be reduced

Fiko also does not agree with the loan of 137,000 francs for a 140 percent increase in jobs in the construction and planning as well as education departments. The planned new high school center and the school space planning for the next 15 years will require more resources: However, the education department should only be expanded by a 20 percent position instead of 40 percent as planned by the local council. Consequently, Fiko is rejecting the application for the wage bill increase, which should already be at the expense of the 2024 bill, said Knaup.

The opinions in the Fiko seem to differ here in particular: four members voted for the reduction to 20 percent, two against, and one person abstained. Knaup’s SP/WettiGrüen faction is obviously behind the proposal, as can be seen from their group report: The requested 140 percent is absolutely necessary, as comparable projects would also show that, they say.

Fiko, however, stands behind the loan of 1.4 million francs for the study contract for the new high school center.
