The decree of 23 December 2022 on the conditions for establishing a mobility ZFE in agglomerations with more than 150,000 inhabitants specifies the conditions under which the agglomerations concerned are required to set up a ZFE.
They must have demonstrated, at least three years in the last five years, that the annual average concentrations of nitrogen dioxide (NO2) are less than or equal to 10?g/m3 in all fixed air quality measuring stations of the agglomeration or for at least 95 % of the population of each municipality in the agglomeration ».
This proof must be made no later than eighteen months before the expiry of the formation obligation
