Kiryu City, Gunma Prefecture, has accused welfare recipients in their 60s of violating the Constitution and the Public Welfare Act by dividing their welfare allowance into 1,000 yen per day and not paying the full amount. Two men in their 50s filed a lawsuit with the Kiryu branch of the Maebashi District Court on the 3rd, demanding a total of 550,000 yen in damages from the city.
◆Kiryu City: “Scrutinize the content and respond seriously”
According to the complaint, the man in his 60s was placed on welfare in August of last year, but the city divided the welfare allowance into 1,000 yen per day on the condition that he worked every day, and paid it to him by hand at the counter. The amount decided to be paid was 71,460 yen per month, but only about half of the amount was paid for two months until the judicial scrivener who consulted the city made a request to the city and the unpaid amount was paid in October.
The man in his 50s was granted protection in May of last year, but from June to October he was only paid around 10,000 yen once a week. In November, the judicial scrivener requested, and the unpaid amount was paid in a lump sum.
The plaintiff’s attorney, Takumi Saito, held a press conference in Maebashi City on the 3rd and said, “Paying only half of the minimum living expenses is a very serious matter that could have resulted in the user demanding death.” That was the case,” he said.
Kiryu City issued a statement saying, “Once we receive the complaint, we will carefully examine the contents and respond seriously.” Regarding issues surrounding the city’s welfare assistance, a third-party committee made up of lawyers held its first meeting on March 27th. (Kenichi Komatsuda)
