The finance minister said that the budget aims to achieve accelerated growth because we have been lacking that in recent years.
“The 2014 budget bets on financial stability, and growth is related to education, the public investment program and the government’s social program. These are the three priorities at the national level and for local authorities,” Chobanov added.
According to Chobanov, the current state of the economy is depressed because the entrepreneurial spirit is lacking.
“Growth must be accelerated and the Bulgarian economy must be stimulated. In recent years, there has been pressure on it, and its release from it is one of the conditions for development,” he also said.
The government aims to simplify the tax system to make it easier for businesses to operate. It focuses on investment and education.
The Oresharski Cabinet aims to promote competitiveness in education – at secondary schools, obtaining a good qualification should be encouraged, and at higher schools, there should be a good connection with business. Work will be done in the direction of uniting business and the “Scientific Research” fund in order to have innovations in the country’s economy.
Chobanov emphasized that the potential and flexibility of the economy are there and Bulgarian business has its own foundation to stand on in order to develop.
The fund for the growth of the economy is a prominent resource, in which there will be about BGN 500 million. It is in contrast to throwing small funds at the ministries.
“One of the prerequisites for transparency when approving the projects is to invite the chairman of the NSORB. The resource will be directed in an easier way at the ministries. The management of the fund is in the process of discussion. Currently, the idea of this being a consultative interdepartmental body is being considered. with the participation of ministers and external experts,” Chobanov said.
The Minister of Finance emphasized that growth is related to development potential. “Municipalities will be able to apply with new initiatives to attract investments. These resources will also be available in the coming years,” he added.
At the end of 2013, the old period for financing operational programs ends, and the EU legislation is not ready. At the beginning of 2014, the national resource will facilitate investments in various directions.
When asked about the cuts in the state administration, Chobanov replied that they will depend on the ministers who lead the respective ministries. Ministers must choose the ways to optimize departments. It doesn’t have to be redundancies. There may also be redirection to optimize the activity.
“There is no arbitration attitude towards the institutions. It is important to have a free resource for the optimization of the policies. This process is underway and the Ministry of Finance expects the improvements and proposals to be announced,” the Minister of Finance also said.
According to him, an increasing percentage of the budgets were used for salaries, and the cuts are also a measure for policy making.
Chobanov was categorical that, as an independent analyst, he had no criticism of the administration, and his idea was to have better structuring in order to have better results.
He said that in terms of health care, reforms are yet to be addressed. The situation at the moment is difficult, but it is also necessary to see how it got here. Restructuring is needed so that there is no shortage of money.
Chobanov prefers dialogue and persuasion in order to achieve results. The discussions on the preparation of the budget have been dynamic. Compromises had to be made on the part of the ministers, but there was a constructive dialogue and the current state of the budget was achieved.
