Microsoft had recently reacted to the malware in Word and Excel and switched off the macros in documents by default. Since the attacks via the Office software are no longer as effective, they are now increasingly switching to OneNote.
Also, according to the report, it appears that most users are less concerned that a OneNote attachment might contain malware. In addition, OneNote files are opened even if you have never used the application before.
