Poland previously announced plans to supply Ukraine with about a dozen of the German-made armored vehicles, while Finland is also considering such an option.
“That would be illegal,” said a deputy government spokeswoman, Christiane Hoffmann, when asked whether military hardware could be handed over to Kiev without prior approval from Germany.

However, said Hoffmann, Berlin did not believe any country would actually take such a step without Berlin’s permission.
“It’s not something that worries us or that we fear,” he told the media, adding that he didn’t think it was a realistic assumption.
A spokesman for Germany’s economy ministry also told reporters that a special re-export permit would be required for such an act under the German Foreign Trade Act and Arms of War Control Act.
So far, according to the German government, neither Warsaw nor Helsinki have approached Berlin for the agreement.
