The Chinese Communist Party believes that it should strengthen communication with Central and Eastern European countries and jointly plan for future cooperation.
However, according to the European media Politico Europe website, at least two countries have ignored the invitation of the Chinese Communist Party leader Xi Jinping, including Lithuania and Estonia who are planning to send ministerial officials to participate in the “17+1”.
According to the report, Lithuania stated that neither the President nor the Prime Minister will attend the summit; Estonia will be replaced by the Minister of Foreign Affairs to attend the summit; Latvia will determine the level of participants at the last time. Lithuania, Estonia and Latvia are all member states of the European Union (EU) and the North Atlantic Treaty Organization (NATO). The most important and sensitive issue for these three countries is to establish close security relations with Washington and NATO to counter the threat from Russia.

The CPC-CEEC leaders’ meeting began in 2012 and is held once a year. This is the meeting mechanism between Beijing and the leaders of 17 Central and Eastern European countries, also known as “17+1 cooperation.”
The 17 Central and Eastern European countries include: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia and Slovenia.
