Weighings. It is the word that ignites the dispute between the administrative manager of the Municipality of Battipaglia, Anna Pannulloand the council led by the mayor Cecilia Frenchwho decided to approve the relevant resolution even if the official expressed a contrary opinion. Executive comforted, to be honest, by the observations of the general secretary, Vincenzo Maiorinowho disavowed Pannullo’s findings.
The deliberative proposal
The assessments of the municipal managers were approved by the council in disagreement with the official who had to draw up the deliberative proposal and who is Pannullo herself. In the jargon of bureaucrats, weighings, also known as graduation of managerial positions, are a system for evaluating the responsibilities attributed to the heads of individual sectors. Each sector is “weighed” taking into consideration the complexity of the role, the responsibility, the experience and skills required and the need to interact with other bodies. It’s not pure theory. Quite the opposite: in fact, the determination of salaries, levels of responsibility and the assignment of resources to the heads of the sectors depends on the graduation of managerial positions. In short, there is money, power and resources at stake.
