The Extraordinary Presidential and Congressional Elections that are held both in Dominican territory and overseas have been held so far with significant assistance from voters.

Observers and observers of Citizen Participation were able to verify the installation in time of 84% of the electoral colleges, thanks to the presence of all the officials. The main incidents reported so far have been a shooting with one dead and three wounded in the Simón Bolívar sector, the theft of a bag of electoral materials in Barahona and pre-marked ballots in the Duarte province. An important part of the schools in New York and New Jersey started late. In 86% of the schools the order in the rows prevailed.

Around 17% of the precincts reported in the morning, vote buying could be observed. The main parties participated in this illegal practice. In 88.6% of the premises where it was observed, the Dominican Liberation Party (PLD) participated, in 63.6% the Modern Revolutionary Party (PRM) participated, and in 19.3% the People’s Force. Other political forces also did so, but to a lesser extent.

Political parties proselytized in frank violation of the Electoral Law in 41% of the voting precincts. In 92.2% the PLD, in 83.2% the PRM, and in 35.3% the People’s Force; in most cases with the display of badges in exaggerated dimensions (bibs) with the photos of the candidates. Print propaganda, caps, shirts, buttons, among other propaganda actions were also observed.

In cases where electoral crimes such as vote buying or electoral proselytizing were identified, observers reported that in 17% of cases the Electoral Police ignored the situation or simply dispersed those who committed the crime.

In 80% of the voting precincts the Electoral Police dispersed people who had already voted and remained in the surroundings.

Regarding the health protocol, in 100% of the schools the voters wore face masks and in 94% the rules of distancing were respected. The ID card was disinfected in 84% of schools, and the same for markers in 74%.

The population has responded to the call for Citizen Participation to report situations around the voting process. “So far, we have received 48 reports through the platform atencontuvoto.org, of which we have been able to confirm 38. In most cases they coincide with the information from our fixed and itinerant observers,” the organization stated in its first report. .

In 2% of the venues, the access of the observers of the institution was prevented, although later most of them were able to do so. It was necessary to request the Central Electoral Board (JCE) to guarantee the presence of the observers in the voting precincts or colleges.

Participación Ciudadana is present throughout the national geography and abroad through a network of 2,850 observers, of whom 1,600 will remain fixed throughout the day in a random sample of 10% of the schools in the national territory. The rest, making itinerant observation, visiting different voting centers in the country.

Outside, there were also itinerant and fixed observers, although, due to special circumstances, their results will not be included in the quick or alternate count.

The civil society organization welcomes the participation of the population in this crucial process for the strengthening of democracy.
