Voters’ Preferences for Party Leaders: Rutte Acceptable for Sixth Term, Hoekstra and Kaag Less Popular

CDA and D66 voters would rather not see Wopke Hoekstra and Sigrid Kaag return as party leaders. At the same time, 7 out of 10 VVD voters find it acceptable if Mark Rutte becomes party leader for the sixth time. Mirjam Bikker (CU) also receives plenty of support.

CDA voters are hard on Wopke Hoekstra: only a third want to see him again. D66 voters prefer Rob Jetten or Jan Paternotte to Kaag. Three-quarters of ChristenUnie voters think it is acceptable if Mirjam Bikker becomes party leader. This has emerged from research by EenVandaag among voters of coalition parties in the Opinion Panel, one day after the fall of the cabinet.

Rutte is allowed for the sixth time

He was already in 2006, 2010, 2012, 2017 and 2021, and if it is up to the voters who voted for the VVD in the last elections, Mark Rutte may again become the party leader. However politically battered the prime minister may be, 71 percent have no problem if he is at the top of the VVD list. “Rutte is by far the best as prime minister. Whatever you think of him, I don’t see anyone doing better.”

However, there is one VVD member with greater support among VVD voters. 83 percent would like to see Klaas Dijkhoff return to politics to lead the party. They think he is a ‘calm, level-headed and smart man with the right profile’, but many doubt whether he wants it. Justice Minister Dilan Yesilgöz completes the top three favorite VVD politicians. 61 percent find her acceptable as party leader.

Which current party leaders may return as list leader?

Rather Jetten or Paternotte than Kaag

As far as half of the D66 voters (52 percent) are concerned, Sigrid Kaag may return as the leader of her party. 38 percent would not like it to be her again. “Kaag has integrity, but her name sticks too much to Rutte and I see that she actually does not want it,” writes a D66 voter.

More popular are two men who are active for the party. Outgoing Minister of Climate and Energy Rob Jetten would now be acceptable to 65 percent of D66 voters as party leader. “It has grown enormously in recent years. Calm and amiable,” says a voter. Jetten is followed at some distance by Jan Paternotte, currently party leader in the House of Representatives, who is acceptable for 57 percent.

Hoekstra gone, Keijzer back?

Of all current coalition leaders, Wopke Hoekstra is the least popular with his own supporters. Only a third (36 percent) find him acceptable as a driving force at the CDA. A CDA voter concludes: “Hoekstra was not a good party man and will not be. Only let him come back as minister.”

There are not many popular alternatives within the CDA. Mona Keijzer, who was forced to leave the cabinet as State Secretary for Economic Affairs in times of corona, is still receiving the most support. 54 percent see it in her. They call her ‘down-to-earth’, ‘brave’, ‘integrity’ and ‘steadfast’ and hope that she will make the return to The Hague.

Turning back to the CDA?

In the open responses, some of the CDA voters say they hope for the return of a CDA member who left the party after internal hassle: Pieter Omtzigt. They still regret that he had to say goodbye to the party for which he was a Member of Parliament for many years.

“I very much hope that the CDA party leadership steps over its own shadow, embraces Pieter Omtzigt again and will support him as much as possible as a leader of a CDA 2.0,” writes a CDA voter.

Baker can stay

At the smallest former coalition party, the ChristenUnie, recently elected party leader Mirjam Bikker clearly impresses its own ChristenUnie voter. She succeeded Gert-Jan Segers, who left politics in January. Three-quarters (76 percent) see Bikker as the party’s leader. “She has shown that she is a powerful person who dares to make difficult choices if necessary,” says a ChristenUnie voter.

Just as popular is caretaker Deputy Prime Minister Carola Schouten. According to three-quarters (74 percent) of the ChristenUnie voters, the minister, who sat at the table on behalf of the ChristenUnie at the crisis consultations about asylum, should become party leader.

About this research

The survey was held on Friday evening 7 July (after the fall of the cabinet) and Saturday 8 July. 17,825 members of the EenVandaag Opinion Panel participated in the study, including 3,508 voters who voted for the VVD at TK2021, 2,912 for D66, 1,758 for the CDA and 693 for the ChristenUnie.

After weighting, the research is representative of 6 variables, namely: age, gender, education, marital status, distribution across the country and political preference measured according to the 2021 parliamentary elections. The Opinion Panel consists of 80,000 members.
