This was announced by Volvo CEO Jim Rowan, citing the complexity of the software as the reason.

When announcing this car, Volvo said it would be the safest Volvo ever made. The car is equipped with LIDAR sensors, which is a novelty in Volvo cars. “We write a large part of the software ourselves, so we want to make sure that when LIDAR radars are included in our security systems for the first time, everything works as it should,” in an interview Automotive News said Rowan. Volvo engineers now have more time to fix everything and get the car working as it should.

LIDAR sensors are part of wider safety equipment that includes cameras and various radars and are located where the windshield meets the roof.
