Al-Marsad newspaper: Russian President, Vladimir Putin, said that in Russian military doctrine there are two reasons for the possible use of nuclear weapons: an attack on Russia and an existential threat to it.
Putin noted, in a speech before the Valdai International Forum in the Russian city of Sochi: “Let me remind you that in Russian military doctrine there are two reasons for Russia’s possible use of nuclear weapons. The first is to use them against us, that is, in response to that, in what is called a counter-strike.”
He continued, “The second reason for using these weapons is the existential threat to the Russian state, even if conventional weapons are used against Russia, but Russia’s existence as a state is at risk,” stressing that he does not see the need to lower the nuclear threshold in Russian doctrine, noting that there is no such thing today. This situation threatens the existence of the Russian state.
