Defense Minister Sergei Shoigu also addressed the Russians
Russian President Vladimir Putin addressed the Russians. In it he announced a partial mobilization of the population. This means that it only applies to escort Russians and especially to those with experience.
In his televised statement, the Russian head of state said he had signed a decree and that mobilization measures began today. Putin added that this is how he protects the Russian territories and the West has crossed all borders and wants to destroy the country.
Putin also said that Russia has plenty of weapons to respond to what he called Western threats and stressed that he was not bluffing.
On Tuesday, the Russian State Duma passed a law that includes the concepts of “mobilization”, “martial law” and “wartime” in the Russian penal code, as well as sanctions for desertion and voluntary surrender.
