Vivaldi schism puts pressure on Flemish government

Flemish Prime Minister Jan Jambon wrestles with the question of how the N-VA can govern in Flanders with two Vivaldi parties. This is apparent from the battle over the Vilvoorde gas-fired power station, the climate ambitions and the corona measures.

The fact that Flemish Prime Minister Jan Jambon (N-VA) spoke last weekend about a breach of confidence in his government once again exposes the discord between the N-VA on the one hand and Open VLD and CD&V on the other. The N-VA wants to oppose the federal government from the Flemish government, but two Vivaldi parties are co-governing in Flanders with Open VLD and CD&V.

On the Flemish council of ministers On Friday, Vice Prime Ministers Hilde Crevits (CD&V) and Bart Somers (Open VLD) were very displeased with Demir’s decision. That resistance was fueled by their presidents. Both Joachim Coens (CD&V) and Egbert Lachaert (Open VLD) indicated that they were ashamed of Demir’s decision.

It was remarkable that Somers and Crevits did not attack the refusal in itself. The stumbling block was that Demir had not given them advance notice. The minister already signed the refusal on October 29, but her colleagues only learned of this from the media on 9 November.

However, the coalition partners did not have too much room to maneuver to rage against Demir’s decision. Everyone shudders at the image of a quarreling Flemish government, as it arose after the PFOS affair. In addition, they kept quiet about the refusal of a permit for the gas-fired power stations in Tessenderlo and Dilsen-Stokkem, when a number of days elapsed between the decision and the communication.

This shows that the Christian Democrats and the liberals struggle with the double hat they wear as a Flemish and federal government party. The dissatisfaction with Demir’s decision had to be vented, but they don’t want to endanger the Flemish government for it.

Vivaldi also ran like a fault line through the Flemish government in the climate debate. While federal Prime Minister Alexander De Croo (Open VLD) advocated strong climate efforts in Glasgow, Open VLD, and to a lesser extent CD&V, wanted to capture the most ambitious Flemish measures possible. That clashed with Demir’s line that efforts should be ‘feasible and affordable’.

Not only CD&V and Open VLD struggle with their dual role. Jambon also finds it difficult that his party seems to be opposing the federal level from the Flemish government, while he wants to keep the peace with the Vivaldi coalition partners. For example, Jambon recently had to approve the introduction of the corona pass, against which his party had stormed the day before.

The same applies to the license refused by Demir. That decision can count on broad support in N-VA ranks, because it threatens to put the federal government in trouble. Jambon, however, showed understanding for the displeasure of Crevits and Somers. ‘What I do feel is that there is sometimes a problem with the style and communication of colleague Demir, for example. My job now, and I’m taking it on, is to restore that confidence,” he said.

At the party, the eyebrows were frowned after Jambon’s statement, because he followed the logic of Open VLD and CD&V. At the same time, he himself exposed the breach of trust, after the storm had already passed. ‘Awkward communication’, is the sound of a topper. ‘That plays into the hands of the Lachaerts of this world.’ In the party it is also unpopular to touch rising star Demir. Previously, Jambon was not thanked for putting Demir in her place after her demarche about a parliamentary PFOS inquiry committee.
