The gentleman’s agreement on the rotation of the Speaker of the National Assembly has not been observed, stated in a statement from the parliamentary group of “There is such a people” (ITN), read by MP Filip Stanev.
“Today is July 19 – this will be a remarkable date from now on in Bulgarian history,” he pointed out. Stanev recalled that at the beginning of the parliament, a rotation was agreed, related to both the post of the Prime Minister and the Speaker of the National Assembly.
The deputy noted that according to the preliminary “gentleman’s agreement” between “We continue the change – Democratic Bulgaria” and GERB, Rosen Zhelyazkov should have given up the chairmanship to Nikola Minchev today.
“However, we notice that Zhelyazkov continues to be in the chairman’s place, and Minchev does not occupy this place, there is no rotation,” added Stanev. According to him, this rotation did not happen most likely because the so-called gentlemen’s agreement between the coalition partners was not respected. According to him, “this might look a bit funny, but it’s actually very sad”.
“I don’t know why this rotation did not happen, why now Minchev is not leading the meeting, but Zhelyazkov continues to lead it,” Stanev said and added that he does not know how the rotation of the prime ministers will happen.

From the rostrum, Toshko Yordanov from ITN “wronged” the name of the Speaker of the Parliament, addressing him as “Mr. Minchev” instead of “Mr. Zhelyazkov” (referring to Deputy Speaker Nikola Minchev from PP-DB, who according to the idea of rotation should have taken the chairman’s place). Rosen Zhelyazkov joked that he could also call him “just Nikola”, to which Toshko Yordanov replied: “Of course, for the hall you are just Nikola.”

Earlier, the National Assembly terminated the powers of the MP from “We continue the change-Democratic Bulgaria” (PP-DB) Ivaylo Shotev, who resigned yesterday. He is expected to become Deputy Minister of Economy.
141 people’s representatives voted “for” the termination of Shotev’s powers, 37 were “against”, and four abstained. After the vote, the Speaker of the National Assembly, Rosen Zhelyazkov, thanked him for his work in the current parliament, and Shotev was sent off with applause from his colleagues.
Shotev was elected by 13 MIR Pazardzhik. His place is to be taken by the third in the list of the coalition in the constituency – Vasil Todev from “Democratic Bulgaria”. Shotev is the first deputy in the 49th National Assembly to resign.
Otherwise, the debate on the point with his withdrawal shifted in the direction of the nomination of sons and daughters of people from the former State Security (DS) and, more specifically, the candidacy of Vasil Terziev for mayor of Sofia, put forward by PP, DB and “Save Sofia”, and the proposal of PP-DB for the manager of the National Health Insurance Fund.
He brought up the topic of DS Tsoncho Ganev from “Revival”. He commented that Shotev is one of the few people in the PP-DB group who has the qualities to be a people’s representative and they will vote against his release. Toshko Yordanov (“There is such a people”) and the deputy Radostin Vasilev, who is not a member of the parliamentary group, joined the discussion.

The Prime Minister and the Home Secretary will not be heard tomorrow
As the first item for tomorrow, a draft decision submitted by “Vazrazhdane” on imposing a moratorium on certain actions of state bodies was included in the agenda.
The proposal of “BSP for Bulgaria” that the parliament listen to the prime minister tomorrow was not accepted during the re-voting Nikolay Denkov regarding the stated positions and commitments undertaken by the Bulgarian delegation within the framework of the NATO summit in Vilnius on July 11 and 12. Deputy Georgi Svilenski demanded that the prime minister explain in parliament his statement regarding the use of cluster bombs.
The MPs also rejected the proposal of “There is such a people” to hear the Minister of the Interior Kalin Stoyanov for security assigned to Boyko Borisov, which is carried out by the gendarmerie.
The six-month period for electing the manager of the NHIF is no longer valid
After considering the second reading of the Law on Health Insurance, which was adopted in the first reading at the end of last week, the parliament also decided to drop the six-month period for electing the manager of the National Health Insurance Fund (NHIF).
With the amendments thus adopted, the deputy manager of the NHIF will manage until a new manager is elected. The Health Fund is currently without a chief, after the latter was dismissed early by the 48th National Assembly.
Last week, at an extraordinary meeting, the deputies did not support the only candidate for the post – Prof. Zheni Staykova, who was nominated by the BSP. GERB-SDS candidates Ivanka Dineva and “Vazrazhdane” Todor Hinov refused to participate in the procedure for personal reasons.
There is such a people asked for a two-month time frame for the deputy governor to perform the functions of a governor, but the proposal was not supported.
