Vienna’s Financial Statement of 2022: No Deficit, Total Debt Remains at 8.8 Billion Euros

According to the 2022 statement of accounts, no minus was generated. The total debt is still 8.8 billion euros

At the end of 2021, the city government was forced to put together a crisis budget for the first time in view of the corona pandemic. In the following year, too, the pandemic and the Ukraine war had to be taken into account. It was forecast that the city would have a deficit of 1.4 billion euros in 2022.

The good news: the minus didn’t materialize. Instead of accumulating new debts, the income was higher than expected, as City Councilor for Finance Peter Hanke (SPÖ) explained at the presentation of the accounts.

A net financing balance of 305 million euros was achieved; EUR 245 million of this went into debt repayment. The bad news: The total debt is 8.8 billion euros. With 5,000 euros per capita, Vienna is in the Austrian midfield.

The city’s assets grew to 35.7 billion euros. In 2022, the city spent a total of 19.9 billion euros. Most of the money went to health. The modernization of the hospitals is a major challenge here.

At 2.8 billion euros, Hanke emphasized that investments had been higher than in over 15 years. The reason for the positive development is the good economy after Corona, the economy has recovered temporarily.

Energy cost package

According to Hanke, one challenge is the fight against inflation: Energy and housing packages worth over 500 million euros have been paid out. A relief package of EUR 140 million is currently being put together at Wien Energie. When asked about negotiations on the federal government’s financial equalization, Hanke wants a new distribution key in favor of the states and municipalities.

The FPÖ criticizes that the city has tightened the fee screw and “outrageously” used the money of the Viennese. The ÖVP assesses Vienna’s financial situation as critical, only the rain of money from the federal government can save the city.
