In search of obtaining a royal order to be treated medically at the Tesãi Foundation hospital, Anderson Medina, victim of police officer Narciso Cañete, sentenced to seven years in prison that he is serving in the Specialized Group of the uniformed institution, appealed to the Inter-American Court of Human Rights. The international legal body gave legal course to the request, admitting and notifying the complaint to Paraguay.
The appellant affirms in his request that the injuries caused by the Police non-commissioned officer left him unable to continue with a normal life, since he cannot even work due to weakness in his legs. Alberto Medina, the victim’s father, assured that he no longer has financial resources to cover the medical expenses required by the treatment and accused the police officer of having cut short his son’s life, due to his irresponsibility in the use of his regulation weapon, according to was able to socialize.
He also noted that he did not make his son study so that today he is in those conditions. His motor capacity is totally severed and it is urgent that the Police or the State assume the consequences of the unfortunate action of Petty Officer Cañete.

Through her lawyer, the victim first appealed to the Attorney General’s Office in an attempt to reach an agreement for her medical care through the Itaipu-Fundación Tesãi agreement, with no response to date. The IACHR admitted the lawsuit against Paraguay in March of last year due to alleged violations of Medina’s human rights. Her family requests compensation of G. 3,900 million, with which she intends to cover medical expenses.
The Tesãi Foundation denied the victim the rights and attention, according to the document submitted to the IACHR, by the lawyer Noemí Barreto, legal representative of Anderson Medina and his family. The young man must be medically treated for life, but the economic means no longer exist and the authorities refuse to assist him. Consequently, there is no other recourse than to resort to the international human rights body so that the State assumes its responsibilities in the face of the real events that affect it.
Medina was shot in the column on July 1, 2012 at kilometer 10 of Route PY02. A criminal case was opened against police officer Narciso Cañete, in which he was sentenced to seven years in prison, which he is still serving to date.
