How was the Mulé law of 2021 born?

«It was a law approved unanimously by the House and Senate and occurred after 20 years of nothing and sterile diatribes. At the time I was in the opposition and the inspiration for presenting it was the death of a child who arrived from Lebanon and had to be transplanted to Gemelli. He was 2 years old and while he was in flight he had a cardiac arrest near Bari. Once he landed, there was no defibrillator and he died.”

What established the norm?

«First of all, the law indemnifies at a criminal level, which our code provides, anyone who uses it without having taken a course and gives authorization to anyone to use it. The use of the defibrillator is so intuitive that it only comes into operation if we actually have a heart attack, which does not require a specialized course.”

What advantages does the use of a defibrillator give to a person suffering from a heart attack?

«Quite simply: it saves lives and allows the correct cardiac and vital functions to be restored in the first minutes of cardiac arrest, which are the most dangerous because in addition to death they can lead to many other damages (from brain to motor damage). This is why it must be present everywhere: on trains and planes, long-distance, on the sidelines, in clubs, in stations, in gyms, in schools. In short, the more places there are, the more lives are saved.”

Compared to Europe, at what point is Italy in the use of this tool?

«The experience of Northern European countries, cardioprotected cities, tells us that defibrillators save over 60% of people; in Italy there are wonderful experiences like that of Piacenza which is the avant-garde in Italy where there is a wide diffusion of these devices in schools, gyms, football fields, taxis. If only 20% of people affected by heart attacks were saved, we would have 10-12 thousand more people saved every year.”

You were talking about compulsory defibrillators in condominiums, why?

«60% of cardiac arrests occur at home, which is why it becomes necessary to equip condominiums. It is also right, however, that the three ministries – Health, Sport, and Education – which must implement the Salvavita law with the decrees that there is a tax exemption. Even just a 20% discount would be enough. In a building with 20 families, with 50 euros for each one you can buy a defibrillator. Life is priceless.”
