Verkhovna Rada Approves Bill on De-Sovietization, Redefines Urban Settlements

The Verkhovna Rada approved the so-called bill on de-Sovietization. The document, in particular, provides that the concept of “urban-type settlement” will disappear in Ukraine.

According to the bill approved by 262 people’s deputies, all settlements with compact buildings and a population of more than 10,000 inhabitants will have the status of a city. Cities that do not meet this definition will not be downgraded.

Settlements with predominantly manor buildings and a population of more than 5,000 inhabitants – will be just villages. All urban settlements after the start of this law will be considered settlements. The rest of the settlements will have the status of a village.

Before the start of the Russian invasion, there were 885 urban-type settlements in Ukraine.

Another innovation of this bill is the introduction the concept of “settlement”. This is a compact residence outside the village. For example, dacha cooperatives or mobile towns for migrants.
