TRIESTE – The Port Authority of Venice will open a 55 million euro loan to allow the dredging of the Malamocco-Marghera canal.
For this reason, the Management Committee yesterday approved the third variation to the 2024 budget forecast. In the same session, the green light was also given to the determination of the maximum number of authorizations to be issued for the supply of complementary and ancillary specialist services and for the ‘exercise of port operations pursuant to art. 16 of law 84/94 for the year 2025, in the ports of Venice and Chioggia.
The governing body of the organisation, after having received the favorable opinion of the auditors, has adopted a update of the 2024 budget forecast which provides for changes in income of 55,236,076 eurosattributable to greater revenues and, predominantly, to medium and long-term financial operations. In particular, the Port Authority intends to stipulate a unsecured loan equal to 55,000,000 euros with Cassa Depositi e Prestiti, to cope with the maintenance excavation interventions of the Malamocco-Marghera canal. The works, which fall within the scope of the “Port Infrastructure Fund”, have the ultimate objective of increasing accessibility to the Venetian port. The Authority, while waiting to receive public funds intended for the work, had already planned to self-finance the intervention, optimizing its financial flows; however, as a precaution, in the event that financial tensions arise during construction, or needs that exceed the self-financing capacity, the budget balance would be guaranteed by the CdP loan. The approved outgoing changes, however, amount to 478,602 euros. Following the changes, the entity’s administrative result amounts to 82,520,585 euros (of which 81,805,907 euros are restricted). The current account result stands at 20,616,243 euros, while the economic result is 14,917,810 euros with a final cash balance of 101,313,776 euros.
During the meeting, the determination, for 2025, of the maximum number of authorizations to be issued for the provision of specialist, complementary and ancillary servicesor specialized services rendered upon request of subjects authorized to carry out port operations, and for the exercise of port operations to concessionary port companies (the terminals) and non-concessionary port companies (subjects not holding concessions, but authorized to carry out operations port workers under contract in the terminals). The situation at the port of Venice remains unchanged, except for the authorization to provide specialist, complementary and accessory services relating to the “transport of dusty bulk cargo with curtainsider trucks from alongside to warehouse/yard increased from 7 to 10 to cope with the expected increase in demand from the terminals”. However, the situation at the Port of Chioggia remains unchanged compared to 2024.

Thank you for your request. Here’s an edited interview with two guests about the topic of the article:
Guest 1: Andrea Rossi, President of Cassa Depositi e Prestiti (CdP)
Guest 2: Franco Rocco, President of the Transport Workers’ Union of Venice
**Section 1: Dredging of the Malamocco-Marghera canal**
Interviewer: Good afternoon, Mr. Rossi. Can you explain to us why the Port Authority of Venice decided to take out a loan from CdP for the excavation works of the Malamocco-Marghera canal? What impact do you think this project will have on the port’s infrastructure and accessibility?
Andrea Rossi: Of course. The Port Authority of Venice has planned to dredge the Malamocco-Marghera canal as part of their strategic plan to improve port infrastructure and increase accessibility. Since public funds are not immediately available, they have decided to take out a loan from CdP to finance this project in the interim. The project aims to deepen the channel, making it more accessible to larger vessels and potentially attracting more trade to the port.
Guest 2: Hello, Mr. Rocco, how do you see the loan from CdP impacting the port workers? Will it lead to more job opportunities or affect their working conditions?
Franco Rocco: Well, the loan is certainly necessary to improve the port’s infrastructure, but we must not forget that the workforce plays a crucial role in any port operation. As such, it is essential to ensure that their working conditions remain safe and efficient. We have negotiated a Collective Bargaining Agreement (CCNL) with AdSP to address these issues, and we trust that the improvements will benefit the workers and the port’s overall performance.
**Section 2: Specialist services and port operations**
Interviewer: Moving on to the determination of the maximum number of authorizations for specialist services, can you give us an idea of the type of services that will be provided and how they will benefit the port?
Andrea Rossi: The services involve providing specialized equipment, such as dust-free cargo handling or bulk loading and un
