In fact, late yesterday evening, the discontent of those directly involved, also collected by a part of the government majority and by the opposition, led Palazzo Chigi to release a note where it is clarified that the compensation of 600 euros is «on a monthly basis , not taxable, for self-employed workers and VAT numbers. The compensation goes to an audience of almost 5 million people. ” Therefore, it is reasonable to think that the disbursement will continue until the end of the emergency linked to the Covid-19 pandemic.


To benefit from it who will apply among those who have a VAT number and collaborators registered in the separate management of INPS, for which 170 million euros have been allocated. Also included in the audience – as can be read from article 27 to article 29 of the decree – are self-employed workers enrolled in the special management of the needle, seasonal tourism workers, entertainment professionals, direct growers, traders and craftsmen , but also those without any pensions (for a total of 2.2 billion appropriation).


All right, then? Not exactly. Because co.co.co and VAT numbers registered in the professional social security funds (from geologists to architects, from doctors to journalists) are excluded from the 600 euro bonus. For them, however, a Fund of last resort has been provided with 300 million euros. Will be enough? Probably not. After all, “by not paying the contributions to INPS,” says Emiliana Alessandrucci, president of Colap (Coordination Free Professional Associations), “it is logical to think that professionals must receive social safety nets from their Funds, which pay handsomely. To date, however, the Funds have never carried out a real assistance support to the professional. This could be an opportunity to review their social role, in particular towards young people who cannot count on capital accumulated over the years “. The Casse are not experiencing financially speaking situations that are flourishing, therefore Colap’s call for responsibility. “The moment is difficult for everyone, but we know that for some of us it is more difficult,” says the president, “so who can pay to do it now, to at least partially lighten the load on the community”.

But the problems don’t end there. “The decree introduced a postponement of contributions which is fine for us professionals, but it is an illusory solution”, explains Alessandrucci. “The government must be aware that the liquidity crisis in a month will only get worse.” Added to this is the problem of issued and unpaid invoices. “If from here to May,” concludes Alessandrucci, “we will not invoice anything, how will we pay these deferred contributions in three months?”.
