Nothing happens after the decision of the Council of Ministers to transfer ownership of the Georgi Asparuhov stadium and the Gerena sports complex to the Sofia Municipality. This is what the mayor of Sofia, Vasil Terziev, wrote on Facebook.
He writes that after September 20, when the decision of the caretaker government was adopted, the municipality constantly receives inquiries about what is happening.
Terziev points out that it is not yet known whether the change of ownership of the state-owned properties has begun.
“The ball, figuratively and literally speaking, is in the feet of the regional governor of Sofia, Stefan Arsov,” explains the mayor of Sofia.
“It is he who should organize the receipt of all the necessary documents related to the conclusion of the contract for the transfer of ownership of the properties and its entry in the Registration Office,” Terziev points out.
The regional governor must issue the order for the free transfer of ownership of the properties, in which they are described in detail, their tax assessment is indicated. A contract for the gratuitous transfer of ownership must be drawn up, which is signed by the regional governor and the mayor of Sofia, and only then can the ownership of the property be transferred between representatives of the Regional Administration and the Capital Municipality, it is clear from the explanation of Vasil Terziev.
“The contract must be sent to the “Poduyane” district for drawing up deeds for public municipal ownership of the newly acquired properties and their registration in the Registration Office, and only after that the Metropolitan Municipal Council will determine with a decision how, to whom and for what period to grant the properties for use”, the capital mayor also wrote.
Vasil Terziev recalls that the Metropolitan Municipality has a period of five years in which this procedure must be finalized and the properties must not be returned to the state. According to him, there are already four years and 10 months left.
