Var Roads of Freedom and Heritage: Budgetary Pleasures and Environmental Projects Discussed at the Departmental Council Plenary Assembly

It floated like a holiday air this Tuesday morning during the plenary assembly of the departmental council, which was held in the Edouard-Soldani room at the sub-prefecture of Draguignan.

Not because President Jean-Louis Masson and his advisers had decided to swap jackets, suits and dress shoes for tank tops and flip-flops. But rather because among the 36 items on the agenda, dispatched in just over an hour and a half, several concerned the environment and heritage among other budgetary pleasures.

Discover the department differently

The vote of two program authorizations for the period 2023-2026 in order to allow the valuation of the “Var roads of freedom” was not the least. “With this memory tourism project, we are creating a collective dynamic, is satisfied the adviser Philippe Leonelli. The goal is to introduce the department in a different way.” A project that received an echo “ very favorable” of the municipalities concerned. A call for tenders market will therefore be launched for support “narration, support panels or even the creation of a mobile application”.

Still tourism, still heritage with the unanimous vote for the creation of circuits for discovering sensitive natural areas, called “Landscape paths”. Five thematic circuits will thus be created by 2029, “while respecting territorial equity” says Martine Arenas. “Landscapes of the Rade”, “Sensitive natural gardens”, “Walks in the Var Pre-Alps”, “From history to stories” and “Trades of yesteryear” will therefore see the light of day, with dedicated communication, within five years. . A project that echoes (environmentally) the development of the departmental eco-farm of La Barre, the departmental Maison de la nature du Plan or the ecomuseum of the 4 brothers, “so many structures to be highlighted by the Department” notes the adviser.

Budget: caution remains in order

But who says heritage says money. The sinews of war were debated just as quickly as the other points. The administrative account of the main budget 2022 was voted unanimously. Despite a 10% increase in operating revenue for a total amount of 1.532 billion euros “largely due to transfer duties for valuable consideration (DMTO) up sharply” specifies Thierry Albertini and a consolidated result of nearly 300 million euros, mistrust remains in order. “Because of inflation, rising interest rates and the reluctance of banks, we are forced to be cautious.”

The supplementary budget of 294.7 million put to the vote therefore provided for a DMTO reserve of 71 million which is added to a forecast loss of revenue from this same DMTO of 100.9 million, as well as 6 million in provisions to cover the deficit of the Public Interest Group (GIP) of the Grand Prix de France. “There are a lot of uncertainties, and even if the Department optimizes the debt as much as possible – divided by 2.5 since 2015 – we must be careful” concludes Thierry Albertini.

No one will contradict him. It’s about not spoiling the holidays before they start!

The Departmental Youth Council will be created at the start of the school year

Educating for citizenship, apprehending public policies, understanding the functioning of institutions… So many objectives targeted by the Departmental Council with the creation of the… Departmental Council for young people, effective next September. ” Forty-six advisers, elected from among the 5th class delegates from the department’s colleges, will have a participatory and advisory role. “decrypts Valérie Rialland.

As with the greats, they will participate in a plenary assembly, “four times per mandate” and will be able to issue opinions on the skills of the department and carry out projects. They will also attend a plenary assembly of the “big guys”.
