In order to promote the development of the offshore wind energy industry in the Baltic Sea, one of the leading companies in the industry, “Van Oord”, plans to create a world-class offshore wind farm support base and a large cargo terminal in the port of Liepāja. This is provided for by the territory reservation agreement concluded between “Van Oord” and the Liepāja Special Economic Zone (Liepāja SEZ) administration, informed Līga Ratniece-Kadeģe, Liepaja SEZ communication and corporate management specialist.
During the concluded two-year reservation agreement, “Van Oord” will carry out preparatory work, which includes research, development of a profitable business plan, design and attraction of partners working in the industry. It is planned that the Dutch company will start the construction of the offshore wind support base in Priekosta of Liepāja port in 2026, and put it into operation in the middle of 2027.
The new terminal will address the lack of port infrastructure capacity needed for the construction of wind farms in the Baltic Sea. In addition to this, other bulky cargo services and production development are also planned. The 55-hectare area will be created by reclamation of new land areas, thus creating a new multifunctional cargo handling infrastructure and also giving the opportunity to place new production and/or assembly complexes there. “Van Oord” project manager Mark Bots: “”Van Oord’s ambition is to be the initiator of accelerating the transformation of the energy sector. Liepāja SEZ manager Uldis Hmieļevskis expressed his satisfaction that one of the most serious players in the wind energy industry, “Van Oord”, has chosen Liepāja to build the center of the Baltic Sea offshore wind energy industry. “The offshore wind energy support base in the port of Liepāja will promote economic development and attract significant foreign investments aimed at sustainable economy and green energy production. This is just one of the Liepāja projects that will strengthen the energy independence of Latvia and Europe.”
The signed territorial reservation agreement between “Van Oord” and the Liepāja SEZ Administration stipulates that “Van Oord”, as a developer and investor of the territory, will design and build an offshore wind support base and a large-sized cargo terminal in the Foreport of Liepāja port, occupying 55 ha of the total 560 ha territory. Prieostas is a region unique in the Liepāja port, which is limited by breakwaters, equipped with three port gates and offers great opportunities for the development of offshore wind and green energy projects.
