The fear is that antibodies created by vaccination or previous infection will not provide sufficient protection. Whether this is the case must be further investigated, says RIVM boss Jaap van Dissel on Wednesday afternoon during a technical briefing in the Lower House.
This uncertainty is also directly the main reason for the advice to limit the number of travel movements. The cabinet announced on Wednesday that it would impose a flight ban for a whole range of countries, including the United Kingdom, South Africa and all of South America.
The curfew, which the cabinet put on the table Wednesday afternoon, would ensure a decrease of 8 to 13 percent in the reproduction number, Van Dissel estimates. Exact calculations about the effect cannot be made, according to the RIVM chief, because the measure cannot be investigated on its own. The curfew is introduced in all countries at the same time as other measures.
