Valledupar-Bosconia: double half carriageway

The lack of political and social leadership in the execution of Ruta del Sol 3 is remarkable, the one that is preached by the ruler, in his order, national, departmental or municipal, who does not care that the work is left halfway in his respective constituency . Otherwise, the President or Minister of Transportation leads, who make up the national government, who is primarily responsible because he contracted the work and must ensure its full service; and neither the governor nor the mayors, who are the representatives of the beneficiary people, are pinching themselves, acting proactively, summoning, requiring, deciding, leaving, as a final balance, the negligence and disappointment of society.

It only remains to hope that the personero and the ombudsman continue their missionary efforts. That the Comptroller General of the Republic, which has been so active since 2016, insisting on the reactivation of the paralyzed works and the payment of the concessionaire’s debts with the communities, puts all its interest in the matter (which announces a serious tax detriment by building variants without a social function) could be good news.

From EL PILÓN we insisted before the government of Iván Duque and the ANI, that the Valledupar-Bosconia dual carriageway, identified as section 8 of Ruta del Sol 3, could be fully inaugurated, and despite the efforts of the contractor, the mismanagement of matters social problems, plus the effects of the rainy winter, turned the route into a quagmire of problems, an eight characterized by moving forward, taking curves and returning to the same point of uncertainty.

It is a waste that section 8 of a highway, a fast track of international standards, which today is worth 800,000 million pesos, in its 200 kilometers that add up its two carriageways, including the Bosconia variants and the access to Valledupar, is interrupted by the inability to satisfy, to negotiate reasonably, or to respond with good arguments to exaggerated claims, to the communities of corregimientos of the municipality of Valledupar (Valencia, Aguas Blancas, Caracolí) and of some Yukpa indigenous families leaning on the recently built variant of Bosconia .

There is no one to articulate, invite the parties to overcome differences. If the governor did not appear, we ask the mayor Valledupar to do so in his jurisdiction in those corregimientos. Let the mayor of Bosconia do the same.

It is unusual that when the work has practically been completed, a dozen Yukpa families, who come from the Perijá mountain range, who were never there, maybe two years ago, now, more than 10 years later, demand a ‘prior consultation’ , block the Bosconia ring road and the Ministry of the Interior, given the logical claim of the concessionaire, has granted that requirement. And no one says anything! Nor, being an emergency, is action taken for a quick and fair transfer. Should this lesser interest of those who block, which is also penalized, prevail over the general interest of thousands and millions who must travel the road quickly and safely? Who gets us out of this eight and puts the bell on the cat?
