This time, they go up a gear. The elected officials of the Val-d’Oise departmental council have just approved an update of the bicycle plan voted in 2019. This update provides for an investment of 18.6 million euros for the period 2023-2025, against 10 million euros. euros in 2020-2022. That is the creation of 30 km of facilities, spread over 23 routes and intended to support the development of daily cycling.
“We are accelerating the development of cycle paths, explains Noellie Plélan, departmental councilor (DVD) in charge of the cycling plan. In addition, we are working to ensure that there is parking for bicycles and scooters in all colleges by 2024.
One kilometer on the D 203 to the University of Cergy-Pontoise
In 2023 alone, 6 million euros will be invested in this way. We can mention in particular the development of one kilometer on the D 203 between Yvelines and the University of Cergy-Pontoise, in Neuville-sur-Oise, for a total amount of 700,000 euros. “When the campus was created, this was one of the priorities”, specifies Marie-Christine Cavecchi, president (LR) of the department.
Other examples of work expected: the 1,300 m of bidirectional cycle path between the Grand Val de L’Isle-Adam shopping center and the town center of Mours (for an amount of one million euros), the end of the 550 m of greenway between Valmondois station and Les Coutures college in Parmain (400,000 euros), the creation of a greenway along the strategic road (D 122) in Cormeilles-en-Parisis (1.4 million euros), or even the 1,900 m of development on the R 317 between Villeron, Louvres and Marly-la-Ville, in the continuity of the works carried out in 2021 (1.5 million euros).
110 km of additional tracks under study
Studies will also be carried out for the creation of an additional 110 km of tracks, on 30 routes. In particular on long-awaited axes such as the one connecting the Pontoise bridge to the Sannois station (15 km), identified in the “RER vélo” of Île-de-France, as well as the connection along the D 316 between Sarcelles and Ecouen (6.1 km). Also awaited: the requalification of Avenue Voltaire (D 928) in Eaubonne (300 m). A very busy place, and which was the scene of a serious accident not long ago, with a victim transported to hospital with a fractured pelvis.
These studies serve in particular to solve the problems of land purchase, in particular in urban areas. A situation symbolized in particular by Argenteuil, the largest city in the department, often singled out.
“A major shift”
Sign of acceleration: unlike the last update, this time was voted unanimously by the elected officials, the departmental councilor (EELV) of Argenteuil 2 Pascal Bertolini noting in particular “a major reorientation towards the construction of continuous cycling infrastructure that will facilitate travel”.
The decision is also welcomed by users. “Compared to other departments in the outer suburbs, we are on a positive dynamic in Val-d’Oise, praises Louis Belenfant, director of the Vélo Île-de-France collective, which brings together 42 associations and 8,000 members. There are both achievements and studies on an ambitious axis. The Val-d’Oise is positioned rather well and continues to move forward. This is one of the places where things are moving. Afterwards, major projects expected by the associations are still under study, such as the crossing of Val Parisis to the Pontoise bridge, the route from Seine-Saint-Denis to Écouen, or the banks of Seine at Argenteuil. The challenge is that at some point the studies materialize. »
