Val-de-Marne Department Approves Multiple Development Projects for Urban Renewal, Sanitation, Education, and Culture

Support for urban renewal

As part of the New Urban Renewal Project (NPRU) of national interest, the Department maintains its support for the renewal of the Bois l’Abbé district in Champigny-sur-Marne. As such, the Standing Committee validated the signature of a multi-year agreement for a provisional amount of 5,910,500 euros. The Department thus reaffirms its role in supporting the sustainable improvement of the living environment and conditions of the inhabitants of the Val-de-Marnais social housing districts.

Modernization of departmental sanitation equipment

The Department maintains its commitment to improving the Val-de-Marne sewerage networks. In this respect, the Standing Committee validated the individualization of the 2023 program relating to the renovation, modernization and adaptation of stations, and equipment for the collection of wastewater and rainwater, for an amount of 2,4 millions d’euros HT.

In addition, the Standing Committee approved the individualization of the 2023 self-monitoring program for the Val-de-Marne effluent collection system for a total amount of 250,000 euros excluding tax. As part of its self-monitoring obligations, the Department carries out monthly and annual reports on priority storm overflows in the Val-de-Marne. But also annual reports on the main inlets and outlets of effluents from the Val-de-Marne, in order to assess the level of performance of the network both in dry weather and in rainy weather. These regulatory checks are part of the bathability plan for the Marne and the Seine initiated by the Department.

Development and maintenance work on the banks of the Seine, the Marne and the rivers of the Val-de-Marne are essential to ensure protection against floods and the stability and functionality of the existing structures on the banks. To this end, the Department voted in 2023 a program authorization for an amount of more than 9.9 million euros for 5 years. As such, the Standing Committee approved the individualisation for the year 2023 of a program of defense works against floods and interventions on the banks of the Seine, the Marne, and the rivers in Val-de-Marne, for an amount of 1,985,000 euros. This program includes work in the cities of Vitry-sur-Seine, Villeneuve-le-Roi, Saint-Maur-des-Fossés, and Choisy-le-Roi.

Finally, the Department carries out, as part of its sanitation heritage maintenance missions, various network renovation works: rehabilitations, localized improvements, leak tests, emergency interventions, or access security. to the network. These interventions are carried out within the framework of a dedicated program authorization for the period 2022-2026 for a total amount of 34.2 million euros. As such, the Standing Committee voted an appropriation of 8 million euros for 2023 in favor of works renovation, modernization and diversion of departmental sanitation works in Bonneuil-sur-Marne, Bry-sur-Marne, Cachan, Champigny-sur-Marne, Choisy-le-Roi, the Kremlin-Bicêtre, Maisons-Alfort, Rungis, Thiais, Villecresnes and Villejuif.

New name for two colleges in Val-de-Marne

The Department is fully committed to offering Val-de-Marnais middle school students the best conditions for success. Thus, to meet the needs linked to the increase in the number of middle school students, the opening of two middle schools is planned for the start of the 2023 school year: the first in Ivry-sur-Seine, the second, which is being rebuilt, is located in the mixed Georges Brassens housing estate in Villeneuve-le-Roi.
The denomination of the public educational establishments coming under the community of attachment, two names have been attributed to these colleges.

  • Concerning the college of Ivry-sur-Seine, the city of Ivry-sur-Seine having expressed its preference to give the college of the Plateau the name of Gisèle Halimi during the meeting of the Municipal Council of December 15, 2022, it is this which was retained. Lawyer, feminist, woman of letters and politician, Gisèle Halimi has devoted her life to the defense of multiple causes. She is a major figure of feminism in France.
  • Concerning the college located within the mixed city Georges Brassens of Villeneuve-le-Roi, 4 names were proposed, and it is that of Christiane Desroches Noblecourt who was retained, after a favorable opinion of the Municipal Council of Villeneuve-le – King returned on February 2, 2023. Born on November 17, 1913, Christiane Desroches Noblecourt is a French archaeologist specializing in Egyptology. She is the first woman to lead an excavation at the site of Edfu in Egypt. During the Second World War, she succeeded in hiding Egyptian masterpieces kept in the Louvre in the provinces. The first woman to receive the CNRS gold medal, she also received the silver medal from Unesco, and is one of the very few women to be awarded the Grand Cross of the Legion of Honor.

Support for access to culture

The Department continues its commitment to creation, access to books and the practice of reading for all and throughout the country. The Standing Committee thus approved the payment of a grant of 50,000 euros as part of the Reading-Roaming Departmental Contract (2022-2024). The purpose of this contract is to support local authorities in a process of co-construction of public policies in favor of the anchoring, structuring and innovation of their public reading offer. The system also provides for the financing of partnership actions and one-off projects in favor of the development of reading for all.

In addition, the Standing Committee authorized the application for a grant of 15,000 euros for the year 2023, as part of the “Premières pages” operation. This grant is part of the Department’s desire for access to culture from an early age, by reducing inequalities in terms of access to books, and to the culture of writing, by raising awareness among very young children. to books, by promoting collaboration between those involved in books and early childhood, and finally by promoting children’s literature.

Finally, in the As part of the “Partir en livre” call for projects, the Standing Committee accepted the request for a grant for the year 2023 of 20,000 euros. This grant is part of the 9th edition of the “Partir en livre” event, which will take place from June 22 to July 23, 2023. The theme chosen for this year is freedom. The Department offers for this new edition a program of reading time and workshops in the continuity of its action in favor of books and the development of reading in Val-de-Marne.

Support for creation and distribution in the field of live performance

The Department of Val-de-Marne is pursuing its cultural policy and intends to continue to support artistic approaches and innovative cultural actions accessible to all in Val-de-Marne.
Thus, the Standing Committee has decided to approve development aid, activity aid and aid for leaving agreements, for 44 companies (company-locations, theatre, dance and music) for a full amount of 1 045 000 euros.

In addition, the Permanent Commission has validated aid to 3 associations and musical establishments (UEPA, EDIM, MusEA) for the year 2023 which work in the field of training, transmission and musical distribution in the territory. This grant, for a total amount of 55,000 euros, participates in the consolidation of the territorial network and the structuring of the music sector in Val-de-Marne.
