The leading Cologne vaccine doctor Jürgen Zastrow has a problem with the increasing number of people who do not keep their vaccination appointment. He therefore demands a fine for them.
The corona pandemic still plays a role in everyday life in the cathedral city. How many infected are there? What are the rules? What do Cologne residents currently need to know about the Covid 19 situation.
Cologne vaccination doctor wants to be fined for truants
In June alone, 50,000 people canceled their vaccination appointments in the vaccination centers in the area of the North Rhine Association of Statutory Health Insurance Physicians. In Cologne, around two to five percent of appointments are missed every day. In the doctor’s offices it looks similar: “This is appointment terror, what we are experiencing,” said the Cologne vaccination doctor Jürgen Zastrow the “Express”.
So far, he has carried out 4,000 vaccinations in his ENT practice, but many of their appointments no longer fit the bill. Then there are requests for postponement, refusals – and also people who simply do not come. Each of the cases means an effort for the staff in the practice, but Zastrow considers skipping appointments to be the worst – which is why he is also a fine to show patients that it is not possible. That shouldn’t be a punishment. “We just want to make it clear to people that they cause an unbelievable amount of work on the other side,” continued Zastrow.

No more mask requirement outdoors
In Cologne, too, there is no longer a requirement to wear a mask outside. So far, the metropolis had formed an exception because the crisis team had extended the mask requirement in public space with a general decree. However, this ended on Tuesday night at midnight.
Now only the state’s Corona Protection Ordinance applies in Cologne, said a spokesman for the city. This means that the mask requirement is no longer required outdoors, unless, for example, you are standing in a queue in front of a shop. In closed rooms such as buses and trains, in shops and medical practices, a mask must be worn.
Special rules end from midnight
The special corona rules for Cologne end on Tuesday at midnight. The general decree of the city regarding alcohol and lingering bans expires – and with it the tightening of the mask requirement. A mask then no longer has to be worn outdoors in Cologne.
In general, the rules of the state of North Rhine-Westphalia (opening level 1) apply in the city from Tuesday. From midnight, alcohol can be drunk outside of gastronomic establishments for the first time. Even at hotspots such as the Aachener Weiher, people are allowed to stay again, subject to the distance and contact rules, which was previously prohibited.
If the number of infections increases, the city of Cologne can order tightening again at any time.

Cologne residents who want to be vaccinated against the coronavirus can book an appointment at the vaccination center from Saturday – regardless of the prioritization group. This applies to all vaccination centers in North Rhine-Westphalia, announced Health Minister Karl-Josef Laumann (CDU) on Thursday in Düsseldorf. Until now, appointments in the 53 vaccination centers across the country were tied to age and occupational groups.
The incidence value continues to fall
There are no longer any big leaps, but the trend remains: on Thursday morning, the Robert Koch Institute reported eleven newly infected people with the corona virus in Cologne. The seven-day incidence drops to 8.5. Another death was reported, bringing the number to 720 since the beginning of the pandemic.

Monday, June 21: first vaccinations possible again in NRW centers
Initial vaccinations are to be given again in the vaccination centers in North Rhine-Westphalia on Wednesday (23 June) from 8 a.m. The Ministry of Labor, Health and Social Affairs (MAGS) has now announced this. In the coming week around 80,000 vaccination doses (Biontech) will be available for initial vaccinations in the vaccination centers. In the following week there are another 150,000 cans. The state of North Rhine-Westphalia will provide Cologne with 4,000 vaccine doses this week and 7,000 in the following week, as the city of Cologne announced to t-online.
Most recently, due to a lack of vaccines, only second vaccinations could be given. The offer is initially valid for people over the age of 60 as well as people over the age of 16 with previous illnesses who have not yet received a vaccination appointment through the private practices. Employees in hospitals and in (partially) inpatient facilities for integration assistance and workshops for people with disabilities can also arrange a vaccination appointment.
“I am glad that we can now accelerate the initial vaccinations in the vaccination centers again,” said Health Minister Karl-Josef Laumann. He also pointed out that, according to the MAGS plans, all persons over the age of twelve who are willing to vaccinate in North Rhine-Westphalia can receive an initial vaccination by the end of July. “This would have reached another milestone in the country’s vaccination campaign and on the way to herd immunity,” said the health minister.
