The opportunity to highlight the coming year 2021, by talking about the progress of the various projects underway throughout the Gironde. Vaccination against Covid-19 or the victory against the State over the Cahors pact were also part of the game.
Jean-Luc Gleyze, in the presence of the vice-presidents of the department, addressed his wishes to the press on Wednesday. He could not begin his speech without a tribute to Emmanuelle Ajon , vice-president of the department of Gironde who died on December 15, not without a certain emotion. The latter recalled that ” his guiding principle was to offer the same opportunities to all the children of Gironde “. She had made child protection her fight, in particular by being at the origin of the Sablons sibling village project. He is hopeful that this village will bear his name. As for the returns on the past year, they will not have been numerous. Probably involved, the presence of Covid-19 having interrupted the normal course of our lives. But Jean-Luc Gleyze wants to be positive, its two strong words were “courage and optimism”.

The Gironde ready for the vaccination campaign
The president stressed that the health situation was deteriorating, and therefore proposed to the prefect and to the ARS (Regional Health Agency) the reinforcement of the department, vaccination being part of its missions in terms of health. The strategy is to provide ” human and technical resources “. And for that, you have to go everywhere, ” including in the rural areas of the Gironde “. On this occasion, he stressed that people with disabilities could not be left out and brought this problem to the attention of the State. “They have been forgotten,” he says. To make up for the delay in vaccination campaigns, the Department is ready to mobilize its health personnel and transport. More than 200 places will also be made available (in particular the Departmental House of Health and the 36 vaccination centers throughout the Gironde, 68 SDIS rescue centers, college gymnasiums, etc.). While waiting for the green light from the ARS, the president affirmed that the department was in the starting blocks: “ We are ready ! ».

Four colleges inaugurated this year
If he says he is mobilized on the health plan, Jean-Luc Gleyze is also mobilized to respond to the economic and social consequences of this crisis. He dwelled on the upcoming projects for the department and described the coming year as unprecedented, 2021 marking “the culmination of major projects in Gironde”. Starting with the College Ambition 2024 plan, which aims to create 23 new colleges and rehabilitate 10 already existing ones in order to respond to the growth of the population of Gironde. This college plan, which is the largest in France, would accommodate 10,000 new college students by 2024. This represents nearly 5,200 jobs, more than 200,000 hours of training and above all an investment of 640 million dollars. euros. This year, five “first stones” of new colleges will be laid by March, including one laid on January 4 at Ginko College in Bordeaux. Four colleges will be inaugurated in 2021: in Marsas in Haute-Gironde, Jean-Jaurès in Cenon, Lautrec in Langon and Ellul in Bordeaux.

Fiber optics and short circuits at the rendezvous
The “Gironde Haut Méga” plan, which aims to deploy optical fiber throughout the department, was also in the spotlight. This is accelerating and, on average, 7 to 8,000 outlets are built each month, for a total forecast of 120,000 outlets installed by the end of January 2021 (out of the 468,000 planned by 2024). It creates 500 jobs and represents an investment of 800 million euros. This is, according to the president, the most successful program because it is for everyone and everywhere: “No Girondine, no Girondin will be without optical fiber in the long term, regardless of the distance from his home and what that is its remoteness in the department ”. Mr. Gleyze also mentioned “Food Gironde”, the third major project, which aims to develop short circuits, particularly for schools. Three farmers – a poultry farmer, a goat farmer and a market gardener – have already settled on the Nodris estate. The challenges are to provide new services to a growing population and to support economic recovery and employment in Gironde.

An investment record for the Gironde
Many projects see the light of day and develop thanks to investments. And this year promises to be unprecedented in the matter because “never the department of the Gironde will have invested as much as in 2021″ details Jean-Luc Gleyze by announcing the figure of 270 million euros of investment for the coming year. Part of these investments come from an agreement on the “France Relance” plan with the State, which will therefore provide 40 million euros. This money will be distributed in various sectors, namely colleges, digital or soft circulation. Another reason which made these investments possible is the victory of the Department against the State concerning the Pact of Cahors. This pact limited the evolution of expenditure to 1.2%, while the demographic evolution of the Gironde allowed it to be established at 1.35%. The Departmental Council therefore appealed to the Administrative Court and won its case. These are between 6.1 and 13.8 million euros that could be returned to the Department. This sum could come to the aid of those who have been hit hard by this crisis and which has significantly increased the level of insecurity in the Gironde. But the president wants to be positive: ” I am fundamentally optimistic and I think we have to remember this trying year 2020, but above all to make sure that we can come out stronger to build a happier tomorrow. ».
