/ world today news/ The texts in the new anti-terrorist draft law are contrary to the Constitution, the independent MP Velizar Enchev, who spoke out against the measures written in the law, told Bulgaria ON AIR during the parliamentary blitz control yesterday.
“This law goes under the carpet of the National Assembly without being discussed in the Defense Committee and suddenly the Council of Ministers comes out with an opinion without it being discussed in the parliament,” Enchev explained.
According to him, the proposed anti-terror law somewhat copies the American Patriot Act, adopted after the terrorist attack on September 11, 2001 in New York.
Nenchev insisted that there are loopholes in the draft law that can be used for abuse and violation of the rights of free citizens.
“During the operational investigation of a given person or a given group of persons, no material evidence will be prepared in the application of special intelligence means, which would be used only for the needs of the operational investigation,” he pointed out.
“Yesterday immediately after the meeting of the Security Council in the Council of Ministers, the Minister of Defense Nenchev, who has been talked about since yesterday that he is the author and ideologist of this law, stated that he will immediately order the military structures that he will start training preparations in performing police functions of the army. He can say and do this only after the parliament makes such a decision,” said Enchev.
Also, the independent MP drew attention to the fact that with the implementation of the anti-terrorist law, 6 new institutions will be created, among them a Security Council, a secretariat, a national counter-terrorism center, a national headquarters, etc., which, in his words, would be used in their capacity as “budget drain taps”.
