Raw materials can be obtained from waste. This is already happening with Gallium:

China cannot make EUV machines, even the Japanese company Gigaphoton has not managed to make an EUV source (to circumvent the export restrictions on ASML Cymer from the US).
The great thing about what is happening now: No rare earth metals were mined in the Western world, because our companies could not compete against state-subsidized Chinese companies. And buying in China was cheaper than recycling.
So maybe our companies have a chance again.
We also know that this is also a blow to Chinese suppliers, so you can count on countries such as Turkmenistan, Papua New Guinea or Abi Dhabi, which now ‘need’ a lot of Gallium all at once.
