It is imperative the government to define and enforce measures to resolve and stop the emergency. By virtue of Section 9 of the Emergency Decree on Public Administration in Emergencies B.E. 2548 and Section 11 of the State Administration Regulations Act B.E. 2534, the Prime Minister therefore issues the requirements and practices to all government agencies as follows:
1. Building Ban Or places at risk of transmission of disease The use of buildings or locations of all types of schools and educational institutions located in the designated location area is the highest control area. To organize classes, examinations, workshops, or any high-participation activity. Except in the following cases
(1) It is a teaching and learning Or activities for long distance communication Or by electronic means
(2) It is the use of a building or a place to provide assistance, aid, fostering or support of a person.
(3) is the organization of official activities Or activities for public benefit With permission from the Governor of Bangkok Or the governor
(4) Being a small school or educational institution with the number of students not exceeding 120 people including the school, or being a border patrol police school.
2. Prohibition of activities that risk transmission of disease. It is forbidden to organize activities in the situation area designated as the most controlled area. It has a large number of participants and has easy contact with each other such as meetings, seminars, catering, food distribution. Or other things, unless it is performed by a competent official Or authorized by the competent official Or an activity in an area designated as a quarantine facility with public health measures

3. Closing of locations at risk of transmission of disease.
