Blinken noted that the United States welcomes Ukraine’s participation in negotiations with the Russian Federation, as well as its efforts aimed at de-escalation through diplomacy, a ceasefire and the withdrawal of Russian troops.

Washington also appreciates the efforts of other countries, including France, Turkey, Germany, Israel and others, the head of the State Department said. However, he did not see any efforts on the part of the Russian Federation to bring the war to a conclusion through diplomacy.

“Diplomacy requires a good-faith participation in the de-escalation from both sides, and I see no signs now that Putin is ready to stop,” Blinken said.

He noted that the actions that Russia takes every day are in complete contrast to any serious diplomatic efforts to end the war.
