The United States (US) plans to stop sending advanced artificial intelligence (AI) chips from Nvidia or other manufacturers to China. The US is trying to anticipate China, which is said to want to strengthen its military defense with advanced technology from the US.
This policy will be effective in the next 30 days. President Joe Biden’s administration has also restricted the use of advanced chips and chipmaking equipment to other countries such as Iran and Russia.
US Commerce Secretary Gina Raimondo said the move is expected to close loopholes in regulations issued last October and will probably be updated annually. The goal is to limit China’s access to advanced Semiconductors.
“Advanced semiconductors can drive breakthroughs in artificial intelligence and advanced computers that are critical for (China’s) military applications,” he said, quoted by Reuters, Wednesday (18/10/2023).
However, he emphasized that the US government did not intend to harm China economically. He also said that China would still import semiconductors from the US worth hundreds of billions of dollars. However, representatives of the Chinese embassy firmly opposed these restrictions.
“Implementing restrictions arbitrarily or forcibly attempting to secede for the sake of a political agenda violates the principles of a market economy and fair competition, weakens the international economy and trade order,” he explained.
In a Reuters report in June, AI chips banned by previous regulations could be purchased from vendors in Shenzhen, China. Georgetown University’s Center for Security and Technology Development found in a June 2022 report that of the 97 AI chips purchased through Chinese military tenders during an 8-month period in 2020, almost all were designed by Nvidia, Xilinx, Intel and Microsemi.
AI capabilities aided by supercomputers and advanced chips are increasing the speed and accuracy of military decision-making, planning and logistics.
