The spokesman for that cabinet, Matthew Millernoted that the sanctions reflect how the Russian regime Vladimir Putin is using illicit networks to allow states like North Korea to access the international banking system in violation of financial sanctions set by the United Nations Security Council.

Russia has become increasingly dependent on North Korea as it faces mounting battlefield losses and increasing international isolation, he noted, and the growing cooperation between the two countries directly threatens international security and the global financial system.

As a result of the sanctions, the properties and assets of these persons or entities in the United States are blocked, and Americans are prohibited from having transactions with them. EFE (I)
