US calls Russia, China and Iran threats in new cybersecurity strategy

President Joe Biden’s administration published the new US National Cybersecurity Strategy. Relevant Document placed on the official website of the White House.

In the updated concept, the authors of the project rethought approaches to working in cyberspace, taking into account “basic American values” (respect for human rights, trust in democratic institutions, economic prosperity, etc.), the announcement to the document states.

Among other things, the new approach concentrated actions of the American authorities in five main areas:

  • protection of critical infrastructure,
  • mobilizing market forces for security and sustainability,
  • strategic investment,
  • international partnership,
  • as well as the elimination of subjects that carry a threat.

Russia is also mentioned among such threats. “The governments of China, Russia, Iran, North Korea and other autocratic states with revisionist intentions are aggressively using advanced cyber means to achieve goals that are contrary to our interests and generally accepted international norms. Their reckless disregard for the rule of law and human rights in cyberspace threatens US national security and economic prosperity.

The authors of the concept argue that the Russian leadership uses its cyber capabilities to “destabilize and interfere in the internal politics of democratic states around the world.” The concept states that Russia remains a “permanent cyber threat” as it consistently improves its capabilities in terms of “cyber espionage”, “cyber attacks” and “disinformation”.

As an example of the “malicious policy of the Russian Federation in cyberspace”, hacker attacks using the NotPetya virus are mentioned, as well as cyber attacks that were carried out in parallel with the development of the conflict in Ukraine in 2022.

Earlier, the US Department of Justice charged six Russians in absentia with hacking. The damage from their attacks, according to Washington, exceeded $1 billion for the United States alone. Russian hackers were later publicly accused of attacks on the UK postal service and the Italian energy agency.
