Speaking to CBS on Monday, US Deputy Secretary of State Victoria Nuland said Washington was working on a series of measures that would be imposed if Russia invaded Ukraine, but would not let the Kremlin know ahead of time.
“With regard to this sanctions package… deterrence is best when there is a bit of strategic ambiguity around what we are going to do,” said Nuland.

He explained, “So we’ve said financial measures, we’ve said export controls, we’ve said new sanctions against the Russian elite. But if we put that on the table now, then Russia will be able to start cutting back, and that doesn’t make sense to us.”

Nuland’s remarks came as a group of Democratic and Republican US lawmakers, led by Senator Bob Menendez, reported they were close to agreeing to a series of sanctions that could be implemented in the wake of the Russian invasion.

According to Washington, the package of measures is designed to prevent Russia from considering a military attack on Ukraine.
