Urssaf communicated, Thursday, June 8, the amount of the adjustments made following its checks on companies employing concealed workers. Unsurprisingly, in a context of fight displayed by Bercy against social fraud and tax evasion, the inspectors of the contribution body carried out tax adjustments to the tune of 788 million euros in 2022. A slight amount decline of 0.17% compared to 2021, but which “reflects a very strong increase over the long term”, notes Yann-Gaël Amghar, director general of Urssaf. That is a total of 3.5 billion euros over the last five years, up 50% compared to the 2014-2018 period. In detail, construction represents 66.5% of the adjustments, ahead of business services (8%), transport (5.1%) and trade (4.5%). By way of comparison, these amounts are equivalent to the cost of 162,989 deliveries and 15.762 million consultations with a general practitioner.
However, Gabriel Attal, the Minister of Action and Public Accounts, wants to go further, targeting so-called ephemeral companies as well as Internet platforms. The 1,700 Urssaf inspectors (including 330 specialized in the fight against undeclared work) will be reinforced by the arrival of 240 new positions.
Digital platforms in the viewfinder
Among these arrivals, 40 will be devoted to the regularization of microentrepreneurs, particularly in the digital sector. A very widespread phenomenon on the platforms. Thus, 90% of VTC drivers under-declare their income and 73% among home delivery people. Among the latter, nearly 40% declare no income. In these activities, a system of deduction at source of contributions will be put in place by 2027. Urssaf thus hopes to recover 200 million euros. Agents will be able to use new targeting methods, such as automatic cross-referencing of posted worker data, to ensure that their arrival in a company is reflected in the payroll. In total, Bercy sets a recovery target of 5 billion by 2027.
Nevertheless, hidden work represents a loss of between 7.3 and 9.2 billion euros each year for the Social Security funds, according to the High Council for the Financing of Social Protection. Or 36.5 to 46 billion over five years. With regard to the recovery of debts resulting from this fight, Urssaf only recovered 77 million euros in 2022. “It’s not a failure because, at least, we put an end to an infringement”, ensures the director general of the organization. With these checks, the director general of Urssaf wants to believe in a change in behavior “for fear of the policeman”. Still, the debts collected represent only 1% of social security contribution fraud.
