Meta announced that it will stop the ability to conduct chats between Facebook Messenger and Instagram, starting in mid-December.

No exchange of messages between Facebook and Instagram users

According to what was published through the official support section, Instagram users will not be able to have new conversations with or connect to Facebook accounts.
All conversations between users of both platforms will remain as they are, as they will be available for reading only, without the ability to exchange new messages.
Facebook accounts will not be able to view the activity status of Instagram accounts, and any chats conducted with Facebook accounts will not be transferred to the Messenger inbox.
Chats with contacts in Messenger can be resumed using a Facebook account only after the new changes take effect.

Reasons for separating messages between Facebook and Instagram users

It is not yet known what drives Meta to make these changes, but it is likely that they are related to the Digital Markets Law enacted by the European Union, and that they are part of broad preparations that Meta is making to comply with that law.
The law forces major companies to provide interoperability between messaging platforms.
Reports indicate that Meta is testing the ability to receive messages from external messaging applications in the WhatsApp application.
The company has also made some modifications to the Messenger service recently, including stopping support for SMS/MMS messages on Android, and closing the Messenger Lite application.
