ZAGREB – Croatian motorists who traveled to Italy and used the Autostrade per l’Italia highways may suddenly receive a notice of unpaid tolls and a call to pay them quickly several years down the road. As the portal jutarnji.hr informs, this is a long-term problem.
This situation is most common for residents of Istria and Kvarner. Although it has been repeated for years, it has still not been possible to clarify in Croatia whether the fines are real, whether they were correctly delivered and whether the Italian highways have the right to tax citizens in this way.

The problem was solved on several levels. MEP Walter Flege tried to solve the problem at the EU level, but without success. The Croatian Embassy in Italy also got involved in the issue, but also without results.
Drivers often receive an unexpected letter
Travelers often suddenly receive a letter at their home address, signed by Nivi SpA or their lawyer, informing them that they left the motorway on a certain date without paying the toll and therefore must now repay the debt with interest.
According to the Italian company, if the toll is not paid, the ramp is raised and the system records the vehicle’s registration number. Then the user will receive a notification with instructions for later payment of the fee.
The European Consumer Center in Croatia also dealt with this problem, but without a concrete solution. According to them, it is possible to solve the situation with individual evidence that the amount for the highway was paid in court proceedings.
Despite all these efforts, it has not been possible to clarify whether Nivi SpA has the right to collect debts in this way and who is really responsible if a consumer leaves the Italian highway without paying.
